The rate of reduction in CO2 emissions slowed in France in 2025

According to Citepa, the independent body responsible for measuring CO₂ emissions in France, CO₂ emissions fell by 1.5% in 2025, following a 1.8% decrease in 2024. CO₂ emissions stood at 364 million tonnes last year. The national low-carbon strategy adopted by the Ministry for Ecological Transition had set a target of reducing emissions by 4% per year to reach 279 Mt CO2eq by 2030. Emissions from industry fell by 3.5%, reflecting the decline in activity in high-emitting sectors (metallurgy, cement, chemicals, paper). Emissions in the energy production sector, however, rose by 0.5%, breaking several years of decline, with the increase linked to the resumption of refining activities in France. Emissions from transport, which account for 34% of total emissions, fell by 1.4%.
