The European Commission sets the number of carbon allowances for the first year of EU ETS 2

The European Commission has set the number of carbon allowances for EU ETS 2 at 1,036,288,784 in 2027, the first year of operation of the market covering emissions from road transport and buildings. The number of allowances has been based on the average CO2 emissions of the sectors covered by ETS 2 between 2025 and 2027. The number of allowances in circulation will then decrease from year to year by 5.38% per year.
