The European Commission has introduced customs duties of between 12% and 36% to slow the penetration of Chinese biofuels. Ninety per cent of Chinese biofuel exports are sold in Europe, which is hurting the European industry. Shell recently froze a project to build a biofuel production plant in Rotterdam, and Chevron has laid off workers at its plants in Germany. European producers are complaining about the prices charged by Chinese producers in the absence of conformity checks on biofuels produced in China, which allegedly do not comply with European regulations.
