The Council of the European Union has adopted the draft reform of the electricity market

The Council of Ministers of the European Union has formally approved the draft reform of the internal electricity market. The reform allows Member States to take emergency measures in the event of an energy crisis. It allows Member States to support the development of non-carbon energies by setting up contracts for difference. The production technologies concerned are wind, solar, geothermal, non-gravity hydraulic and nuclear. The reform also seeks to promote PPAs by authorising governments to act as guarantors for energy buyers. The Agency for the Cooperation of Energy Regulators (ACER) is also tasked with looking into standardising the contractual clauses of PPAs in order to facilitate negotiations.
