According to the General Secretariat for Ecological Planning, France's biomethane production targets for 2030 are very ambitious, given the availability of biomass, and may not be met. The multi-annual energy plan calls for 44 TWh of biomethane to be injected by 2030. At the end of 2023, production capacity stood at 11.8 TWh. To meet the target, 5 TWh of injection capacity would need to be added each year, more than double the peak reached in 2021 and 2022 (2.6 TWh). In the government's view, the availability of biomass will make it impossible to meet the 2030 targets. The biomethane industry disputes this analysis, pointing to insufficient public support as the reason for the slowdown in the commissioning of biomethane production facilities.
