CRE approves experimental rules for local flexibility markets

The CRE has approved the experimental rules for the local flexibility market on the “Portail Flexibilités” platform.

Enedis and RTE are rolling out a joint pilot portal to deepen liquidity in electricity flexibility and simplify participation in congestion management tenders. Governed by experimental rules dedicated to the local flexibility market, the portal is intended to unify existing arrangements: Enedis's local tenders for the needs of the public distribution network (RPD), and mechanisms modelled on the fast reserves and the balancing mechanism for the needs of the public transmission network (RPT).

The experimental rules will come into force on 1 September 2026. The trial will cover the following departments: Ariège, Aude, Gard, Hérault, Landes, Pyrénées-Atlantiques, Hautes-Pyrénées and Pyrénées-Orientales. It will run for at least two years, with the option for RTE and Enedis to extend it in six-month increments, up to a maximum of one year.
