A bill will reform the historic system of water concessions
Following the agreement in principle negotiated between France and the European Commission, a bill is expected to be tabled in the National Assembly aimed at reforming the water concession regime. The concession regime contravenes European competition law, which requires concession contracts to be put out to tender periodically. The cross-party bill, drawn up in consultation with the State, provides for the replacement of the concession system with an authorisation system. Large dams would remain the property of the State. At the same time, operating rights would be granted to current concessionaires for 70 years. Hydropower is the leading source of renewable electricity in France, covering around 13% of the country's electricity needs.
